His most recent interim presidency was at Suffolk University in Boston and previously at Dowling College on Long Island, New York. Before his interim assignments with the Registry, he was the founding Chancellor of Alamein University in Egypt preceded by the presidencies of Richmond The American University in London (England) and of Wagner College (NY). He is President Emeritus of Wagner and is widely credited with the College's survival and prominence.
Earlier in his career, Smith was at Harvard University, where he earned his doctorate and was Assistant Dean of two Harvard graduate schools, Education and Government. He was part of the inaugural management team of the John F. Kennedy School of Government when it opened its new campus at Harvard in the late 1970's.
